North Dakota BCI agents received a tip from the National Center for Missing and Exploited Children, who informed them someone at a home in north Bismarck had been sharing nude video messages of girls under 18. On Friday, investigators arrested Tjaden Richter. They believe Richter had been sending the messages using the Kik messenger app.
Richter is now faced with four felony counts, including promoting or directing an obscene Sexual Performance by a Minor and Possession of Certain Prohibited Materials.
