This comes despite Arsenal's emphatic 4-0 Champions League victory over Atletico Madrid at the Emirates on Tuesday, a result that left Diego Simeone labeling the Gunners the "best team" his side had faced this season.
Following Arsenal's unbeaten start in the Champions League, the talkSPORT pundit O'Hara and Jason Cundy clashed over the Spaniard's managerial status.
Cundy argued that while Arteta is "doing very, very well," it is too soon to place him among football's elite. He suggested Arteta might enter that conversation "at the end of the season" if his progress continues.
O'Hara, however, disagreed. "He's not a top ten manager in the world for me," he said. "Not to say that he can't be, but you can't put him in the top ten right now."
O'Hara went further on social media, naming 15 managers he rated higher than the Arsenal boss. His list includes:
Hansi Flick, Pep Guardiola, Arne Slot, Xabi Alonso, Diego Simeone, Antonio Conte, Carlo Ancelotti, Luis Enrique, Simone Inzaghi, Thomas Tuchel, Didier Deschamps, Luis de la Fuente, Lionel Scaloni, Enzo Maresca and Unai Emery.
The list heavily favours managers with proven silverware, with each having lifted a major trophy since Arteta's FA Cup triumph in 2020, his only major honour in nearly six years at Arsenal.
Despite three consecutive second-place Premier League finishes, Arteta's Arsenal have yet to convert their consistency into titles.
They trailed Manchester City by five points in 2022/23, lost again by two points in the following season, and finished ten points behind Liverpool in 2024/25.
Cundy maintained that consistent near-misses don't qualify a manager for elite status. "You need to have something to hang your hat on. Finishing second doesn't make you the best manager in the world," he said.
Arteta's side currently sit atop the Premier League table after eight matches with 19 points, three ahead of second-placed Manchester City and five clear of defending champions Liverpool, who have stumbled in recent weeks.
The Gunners will aim to maintain their current form when they host Crystal Palace at the Emirates on Sunday, as Arteta looks to turn promise into tangible success.
