Islamabad: The National Assembly Standing Committee on Government Assurances has condemned the levy of developmental charges on allottees in underdeveloped sectors of Islamabad by the Capital Development Authority (CDA), terming it unjustified. The Committee also expressed displeasure over the continued absence of the CDA Chairman from meetings and appointed a Sub-Committee, chaired by Raja Qamar ul Islam, MNA, to examine the issue.
The Committee observed that in Sector E-12 and other developing sectors, CDA had failed to complete development work and provide timely possession to allottees, making the imposition of charges unjust. The Director General of CDA cited escalation in development costs as the reason for charging allottees, while decisions on issues raised in prior meetings were still pending from the CDA board.
Regarding the delay in operationalizing sewerage pipelines in Bani Gala, the Committee directed inclusion of additional areas into the sewerage system. The Additional Deputy Commissioner ICT assured submission of the PC-1 for approval within one month.
On the issue of inflated prices of food and services on motorways, the Committee directed the National Highways Authority (NHA) to strictly monitor pricing nationwide. NHA officials informed that maintenance and licensing under the M2 concession fall under the concessionaire's purview, while pricing is overseen by district administrations. However, inspections and reporting by NHA and the concessionaire are ongoing to ensure service quality.
The meeting was chaired by Ms. Nuzhat Sadiq, MNA, and attended by MNAs Raja Qamar ul Islam, Ms. Muneeba Iqbal, Ms. Natasha Daultana, Syed Javed Ali Shah Jillani, Ms. Shahida Rehmani, Mr. Hameed Hussain, Ms. Aasia Ishaque Siddiqui, Ms. Sofia Saeed Shah (via Zoom), and Movers Ms. Asiya Naz Tanoli, Dr. Mahreen Razzaq Bhutto, Ms. Zahra Wadood Fatemi, along with secretaries and senior officials of the concerned ministries and departments.
