The Spectre's power canonically varies due to a variety of details, which is why it's usually best for scaling if the character is fighting an Unbound Spectre specifically or if you can find a moment when he is explicitly stated to be operating at his maximum potential. The Unbound Spectre has one-shot fifth dimensional imps like Mxyzptlk before, so that would clearly be a big deal. As far as this moment in particular? I think Hera actually mentions earlier on in the story that the Quintessence was unsure whether they should move against Raven to begin with, the Spectre is definitely bound to Jim Corrigan right now, and Raven seems to be using some sort of sealing magic against him. All things considered, I would say there are too many mitigating circumstances here to justify scaling Raven to the Spectre's full potential with the one scene alone, but it is good supplemental evidence for Death Battle's claims that Raven can seal, absorb, and tether herself to powerful cosmic beings.
