Visit the website and select a service
First, visit the parivahan.gov.in website. Go to the "Driving License Related Services" section and select your state. Then, click on the "Apply for a Learner's License" option.
Fill out the form and upload documents
The application form will open on your screen, requiring you to fill in your personal information, address, and vehicle category. After entering all the details correctly, upload the required documents and photographs. E-sign the documents and then pay the application fee online.
Slot Booking and Learner's Test
After paying the fee, you will need to book a slot for the learner's test at your nearest RTO. Those with an Aadhaar card can take the test online from home and receive an e-learner's license instantly. Applicants without Aadhaar will need to visit the RTO to take the test.
After Obtaining a Learner's License
After obtaining a learner's license, you can learn to drive. During this period, it is mandatory to mark the vehicle as "Learner" and have a valid license holder accompany you. This period is usually 30 days.

Test for a Permanent License
After completing the learning period, you will need to go to the RTO for a driving test. Upon passing the test, a permanent driving license will be issued. This process is similar in every state, although there may be slight variations in some locations.
