International buyers are scooping up burned-out lots in the Palisade Fire burn zone. The properties gaining the most interest are in Malibu, and they are selling at 20-to-60 percent below market value as frustrated residents are tired of waiting. While 43 percent of the construction permit applications in Pacific Palisades have been approved by the City of Los Angeles, in Malibu, where the County handles permits, only two percent have been issued.
