Having been sidelined with a knee injury since December 7, Pope returned to full training with the team this week and will travel down to the south coast.
Dubravka, who has received interest from Saudi Pro League side Al Shabab this month, is set to stay at the club until his contract expires in the summer and sought assurances that he could continue to compete for a starting spot.
Pope was signed by Howe and has long been the established No 1, but Dubravka has kept five clean sheets in seven Premier League appearances and played throughout Newcastle's club-record-equalling nine-game winning run.
"There's a chance he'll be in the squad," Howe said of Pope. "He's started training with the group again. It's great to have his positivity back. I've seen him do some great things this week."
Miguel Almiron is also in the squad, despite Atlanta United's attempts to prise the Paraguayan from Tyneside, and Howe admits the winger may still leave before the January window closes.
Sven Botman is also OK, having been physically fatigued last weekend, although Callum Wilson is still around a fortnight away from returning.
"It's too early for Callum. He's still on track for right at the beginning of February, if my memory serves me right," Howe said. "He's making good progress, we're trying to do the right things with him and that he is robust enough before he trains with the group. What a massive player that would be if we could get him back."
Storm Eowyn has brought gale-force winds to Tyneside and Newcastle Airport cancelled all flights on Friday morning. The Newcastle squad are still set to fly down to the south coast on Friday for the Saturday 3pm GMT kick-off, but that may be delayed until the morning.
"Potentially the travel plans (will be affected)," Howe said. "We'll see how the day goes. Our plan as always is to travel today but we'll seek advice from authorities, the airport and everyone and then we may potentially fly tomorrow.
"It is a long journey (by bus) and there's no guarantee with the wind and conditions what may be an eight- or nine-hour journey could turn into a 12- or 13-hour journey so there's no guarantees. But we'll wait and see."
